HSN 5402 45 00 (Of nylon or other polyamides) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that the azo-dye testing exemption for listed countries extends to transshipment or third-country routing: the exemption applies to the country of origin, not the country of export or the port of loading. A consignment manufactured outside the nine listed countries but routed through, say, Singapore, does not qualify for the exemption, and arrival without a valid PSIC triggers detention and demurrage pending laboratory testing at the importer's cost.
