The most common error on this tariff line is assuming that the azo-dye PSIC exemption for listed countries dispenses with all pre-shipment inspection requirements entirely. The exemption covers azo-dye testing only; a test report or PSIC addressing other prohibited hazardous dyes remains required for all origins, including the listed countries. Consignments arriving without documentation are detained at the port of entry pending submission, attracting demurrage and ground rent until the PSIC or valid test report is produced.
