Elastomeric
Elastomeric synthetic filament yarn, not for retail sale
HSN 5402 44 00 (Elastomeric synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country to confirm the absence of prohibited hazardous azo dyes. The requirement flows from General Note 10 of the ITC (HS) Import Policy as clarified by DGFT Public Notice 14/2023.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes. Upload this document in e-Sanchit before filing the bill of entry.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Confirm whether the country of origin qualifies for the azo-dye testing exemption. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing; all other origins must furnish the PSIC or test report without exception.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming that the azo-dye PSIC exemption for listed countries dispenses with all pre-shipment inspection requirements entirely. The exemption covers azo-dye testing only; a test report or PSIC addressing other prohibited hazardous dyes remains required for all origins, including the listed countries. Consignments arriving without documentation are detained at the port of entry pending submission, attracting demurrage and ground rent until the PSIC or valid test report is produced.
