HSN 5402 39 90 (Other synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) for all textile and textile articles under General Note 10 of the ITC (HS) Policy. The PSIC, issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory, must certify the absence of prohibited hazardous azo dyes.

The most common error on this tariff line is assuming that origin from an exempt country (EU, Japan, Australia, and the other listed jurisdictions) eliminates the PSIC requirement entirely. The azo-dye testing exemption is country-specific and narrow; the broader PSIC obligation under General Note 10 — covering composition and the absence of other prohibited hazardous dyes — remains in force regardless of origin. Presenting only a commercial test report not issued by a TC, CSRTI, or accredited laboratory of the exporting country will result in consignment detention pending a compliant certificate.
