The most common error on this tariff line is assuming that a Certificate of Origin from an exempted country automatically satisfies the PSIC requirement and that no laboratory report is needed. The azo-dye testing exemption covers only the specific nine jurisdictions listed in General Note 10; a consignment from any other origin arriving without a PSIC or valid TC/CSRTI test report will be detained at the port of import, attracting demurrage and ground rent pending compliance.
