The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because the exporting country is a developed-market supplier. The exemption is a closed list of nine named countries and jurisdictions; a consignment arriving from any country outside that list without a valid PSIC is liable to detention and demurrage at port until a compliant test report is produced — and retrospective testing of an already-shipped bulk yarn consignment can cause significant delay.
