Synthetic filament yarn of polypropylene, not for retail sale
HSN 5402 34 00 (Of polypropylene) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which textile and textile articles require a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. The requirement is grounded in General Note 10 of the ITC (HS) policy as clarified by DGFT Public Notice 14/2023 dated 14 June 2023.

The most common error on this tariff line is assuming the azo-dye exemption for listed countries covers all PSIC requirements. The exemption is narrow — it applies only to azo-dye testing; any other prohibited-dye parameter in General Note 10 remains subject to certification regardless of origin. Consignments arriving without the requisite test report or PSIC from non-exempted origins are liable to detention and demurrage at the port of import pending compliance.
