Compliance steps
  1. 1

  2. 2
If the country of export is EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; however, document the origin clearly at the bill of entry to avail the exemption. Imports from all other origins must present the PSIC without exception.

A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption for listed countries covers all PSIC requirements. The exemption is narrow — it applies only to azo-dye testing; any other prohibited-dye parameter in General Note 10 remains subject to certification regardless of origin. Consignments arriving without the requisite test report or PSIC from non-exempted origins are liable to detention and demurrage at the port of import pending compliance.

Frequently asked
Does HSN 5402 34 00 require BIS certification?
No, synthetic filament yarn of polypropylene is not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, principally the azo-dye Pre-Shipment Inspection Certificate requirement under General Note 10.
Which countries are exempt from azo-dye testing for this tariff line?
EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only; imports from all other origins must be accompanied by a PSIC from an accredited laboratory or a valid TC or CSRTI test report.
Can a test report from a domestic laboratory substitute for the PSIC at the bill of entry?
No. The requirement under General Note 10 of the ITC (HS) policy specifies a PSIC from an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory; a domestic post-import test report does not satisfy this pre-shipment condition.
