HSN 5402 31 00 (nylon or other polyamide synthetic filament yarn, single yarn not more than 50 tex) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10. The PSIC must be issued by an accredited laboratory of the exporting country or supported by a valid test report from the Textile Committee or CSRTI.

- 2Upload the PSIC or test report in e-Sanchit before filing the bill of entry. Note that the azo-dye testing exemption applies only to imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins require the full PSIC.General Note 10 of ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies universally. The exemption covers only nine named origins — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and consignments from any other country presented without a valid PSIC or accredited-lab test report are liable to detention and ground rent pending remediation. Even for exempt origins, a declaration of origin must be clearly documented at the bill of entry to substantiate the exemption claim.
