High tenacity polyester filament yarn, other than primary grades
HSN 5402 20 90 (Other high tenacity yarn of polyesters) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Import Policy. The certificate must be issued by an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The single most common error on this tariff line is assuming the azo-dye exemption extends to all origins once a supplier in an exempt country is used — it does not cover re-exports or goods transshipped through an exempt country from a non-exempt origin. The country of origin for the exemption is the country of manufacture, not the country of export, and a PSIC from an accredited laboratory remains the only instrument that establishes origin-linked compliance for non-exempt sources.
