Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or CSRTI, certifying the absence of prohibited hazardous azo dyes. 2. 2
Verify the country of origin before dispatch: imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo-dye testing only. For all other origins, the PSIC or TC/CSRTI test report is mandatory and non-submission renders the consignment liable to detention at port.

A word of counsel

The single most common error on this tariff line is assuming the azo-dye exemption extends to all origins once a supplier in an exempt country is used — it does not cover re-exports or goods transshipped through an exempt country from a non-exempt origin. The country of origin for the exemption is the country of manufacture, not the country of export, and a PSIC from an accredited laboratory remains the only instrument that establishes origin-linked compliance for non-exempt sources.

Frequently asked
Does HSN 5402 20 90 require BIS certification?
No, high tenacity polyester filament yarn is not within the BIS Quality Control Order regime. Which countries are exempt from azo-dye testing for this tariff line?
The EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only; all other origins must furnish a Pre-Shipment Inspection Certificate from an accredited laboratory or a valid test report from the Textile Committee or CSRTI.
What happens if the PSIC is missing at the bill of entry for a non-exempt origin?
Absence of the mandatory PSIC or TC/CSRTI test report for a non-exempt origin results in consignment detention at the port of import pending production of the required certification, with demurrage and ground rent accruing until clearance is granted.
