The most common error on this tariff line is assuming the azo-dye country exemption extends to goods merely transshipped through an exempt country — the exemption applies to the country of origin, not the country of export or the port of loading. A consignment of terylene dacron yarn manufactured in a non-exempt country and transshipped via an EU hub still requires a full PSIC; presenting the transshipment bill of lading as proof of EU origin will result in detention and a DGFT policy contravention.
