HSN 5402 19 90 (Other synthetic filament yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must originate from an accredited laboratory in the exporting country, or be substituted by a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming the azo-dye exemption extends to origins beyond the nine listed countries. Importers sourcing from China, Bangladesh, Vietnam, or any other unlisted origin who present only a commercial certificate of conformity — rather than an accredited-laboratory PSIC or TC/CSRTI test report — face consignment detention pending re-testing or re-export at the port of import.
