HSN 5402 19 10 (Nylon tyre yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted for imports from a specified list of countries only; all other origins must furnish a valid test report from an accredited laboratory or Textile Committee or CSRTI.

The most common error on this tariff line is treating the azo-dye exemption for listed countries as a blanket exemption from the Pre-Shipment Inspection Certificate requirement. The exemption covers azo-dye testing only; a PSIC confirming the absence of all other prohibited hazardous dyes remains mandatory regardless of origin. A consignment arriving without a valid PSIC or Textile Committee test report is liable to detention at port pending documentary rectification.
