HSN 5311 00 24 (Printed woven fabrics of other vegetable textile fibres or paper yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes. The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing dispenses with the PSIC obligation entirely. The exemption applies only to the azo-dye component of testing; a PSIC covering other prohibited-dye parameters is still required for all origins, including the nine listed exempted countries. Consignments arriving without any PSIC are liable to detention and ground rent pending documentary compliance.
