The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing dispenses with the PSIC obligation entirely. The exemption applies only to the azo-dye component of testing; a PSIC covering other prohibited-dye parameters is still required for all origins, including the nine listed exempted countries. Consignments arriving without any PSIC are liable to detention and ground rent pending documentary compliance.
