Dyed woven fabrics of other vegetable textile fibres or paper yarn
HSN 5311 00 23 (Dyed woven fabrics of other vegetable textile fibres or paper yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) confirming the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from origins outside the nine exempt countries must present a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that any country of manufacture triggers the azo-dye test exemption merely because the consignment transits through or is invoiced from an exempt country. The exemption applies strictly to the country of origin of the fabric; a consignment originating in a non-exempt country but re-invoiced through an exempt territory remains subject to the full PSIC requirement, and a missing or non-conforming certificate at the bill of entry will result in consignment detention pending re-testing.
