Bleached woven fabrics of other vegetable textile fibres
HSN 5311 00 22 (Bleached woven fabrics of other vegetable textile fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates pre-shipment inspection for the absence of prohibited azo dyes under General Note 10. Imports from countries outside the listed exempt origins must be accompanied by a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country.

The most common error on this tariff line is assuming the azo-dye testing exemption extends to all parameters of the Pre-Shipment Inspection Certificate: the exemption applies to azo-dye testing only, and certification for other prohibited substances and composition parameters remains required regardless of the origin country. Consignments from exempt origins that arrive without any PSIC at all are not automatically cleared — only the azo-dye component is waived.
