Woven fabrics of other vegetable textile fibres, paper yarn
HSN 5311 00 19 (Other woven fabrics of vegetable textile fibres and paper yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. This requirement applies to all origins except the nine exempt countries listed under DGFT Public Notice 14/2023.

The most common error on this tariff line is assuming the azo-dye exemption extends beyond the nine listed countries. Origin is determined by the country of manufacture, not the country of shipment or invoicing; a consignment transshipped through an exempt country but manufactured in a non-exempt origin remains subject to the full PSIC requirement, and customs will treat a missing certificate as a General Note 10 non-compliance, triggering detention.
