Of coir including log form and geotextiles
Woven coir fabrics including log form and geotextiles
HSN 5311 00 15 (Woven coir fabrics including log form and geotextiles) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandated under General Note 10 of the ITC (HS) policy for all textile imports.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Upload the PSIC with the bill of entry before out-of-charge.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Verify whether the origin country qualifies for the azo-dye testing exemption: imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only are exempt from azo-dye testing. Imports from all other countries must submit a compliant PSIC or test report without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because coir is a natural vegetable fibre. The exemption is origin-specific and limited to the nine listed countries; a consignment of coir geotextiles from any other origin arriving without a PSIC is detained at the port of import pending a compliant test report, attracting demurrage and ground rent while rectification is pursued.
