Bleached woven fabrics of other vegetable textile fibres
HSN 5311 00 12 (Bleached woven fabrics of other vegetable textile fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate covering azo-dye absence is required under General Note 10 of the ITC (HS) policy, except for imports originating from specified exempt countries.

The most common error on this tariff line is assuming the azo-dye exemption applies to all origins. The exemption covers nine countries only — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and shipments transiting through or re-exported from an exempt country do not inherit the exemption if the goods originate elsewhere. Verify the country of origin on the bill of lading against the exempt-country list before shipment to avoid detention at the port of import.
