HSN 5311 00 11 (Unbleached woven fabrics of other vegetable textile fibres) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate requirement covering the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. Imports from countries outside the enumerated exempt list must provide azo-dye test certification as a condition of customs clearance.

The most common error on this tariff line is assuming the azo-dye exemption applies universally because the exporting country is a major textile supplier. The exemption is restricted to nine named jurisdictions — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom — and no other origin qualifies regardless of bilateral trade arrangements. An importer who ships from an unlisted origin without a laboratory-certified PSIC faces consignment detention and demurrage until a compliant test report is produced.
