Printed woven fabrics of jute or textile bast fibres
HSN 5310 90 93 (Printed woven fabrics of jute or other textile bast fibres) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with import of jute and jute products conditional on registration with the Jute Commissioner under the Jute Import Order dated 23 September 2019. Bangladesh-origin bleached and unbleached woven fabrics of jute are restricted to entry only through Nhava Sheva seaport, and all textile imports require a Pre-Shipment Inspection Certificate covering azo-dye absence under General Note 10 of the ITC (HS) policy.

- 2If the consignment originates from Bangladesh, route it exclusively through Nhava Sheva seaport. - 3Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited azo dyes. The Jute Commissioner registration is the step most frequently overlooked by importers who focus on the DGFT policy condition and PSIC requirement. An importer who files a bill of entry for jute fabrics without a current Jute Commissioner registration faces detention of the consignment and potential confiscation under the ITC (HS) policy, regardless of whether all other documents are in order. Note also that used jute bags are categorically prohibited — misclassification of used jute bags under this tariff line will not cure the prohibition.
