Unbleached woven fabrics of jute or bast fibres
HSN 5310 10 99 (unbleached woven fabrics of jute or other textile bast fibres) is subject to the Directorate General of Foreign Trade (DGFT) import policy, which requires registration with the Jute Commissioner under the Jute Import Order dated 23-09-2019. A Pre-Shipment Inspection Certificate covering azo-dye absence is mandated under General Note 10 of the ITC (HS) policy, and imports from Bangladesh face a designated-port restriction permitting entry only through Nhava Sheva seaport.

The most common error on this tariff line is overlooking the Jute Commissioner registration as a precondition separate from customs clearance — importers who secure the PSIC and file the bill of entry before obtaining or renewing the Jute Commissioner registration face consignment detention at port. The Bangladesh-origin port restriction is equally hard: a consignment arriving at any land border port, even with valid registration, will be refused out-of-charge and is liable to re-export at the importer's cost.
