Unbleached woven jute fabrics (jute swim fabrics)
HSN 5310 10 93 (Jute swim fabrics) is subject to registration with the Jute Commissioner, Ministry of Textiles, under the Jute Import Order dated 23 September 2019, administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate covering azo-dye absence is required under General Note 10 of the ITC (HS) policy for most origins. Imports of unbleached woven jute fabrics originating from Bangladesh are restricted to Nhava Sheva seaport only, with land-border entry prohibited.

The Jute Commissioner registration is distinct from DGFT's ITC (HS) import policy compliance, and importers routinely treat the PSIC as the only pre-import requirement, overlooking the registration obligation entirely. An unregistered importer cannot obtain out-of-charge even where all other documentation is in order, resulting in port detention and accumulating demurrage. Additionally, note that import of used jute bags is categorically not allowed under the Jute Import Order — this prohibition is not a policy condition that can be waived by registration.
