Woven fabrics of flax, other unbleached or bleached
HSN 5309 29 90 (woven fabrics of flax, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which imposes a Pre-Shipment Inspection Certificate requirement for azo-dye compliance under General Note 10 of the ITC (HS) policy. A port restriction applies to imports originating from Bangladesh, which are permitted exclusively through Nhava Sheva seaport and not through any land port on the India-Bangladesh border.

The most common error on this tariff line is assuming the azo-dye country-of-origin exemption dispenses entirely with pre-shipment inspection. The exemption covers azo-dye testing only; a PSIC certifying composition and other parameters under General Note 10 remains mandatory regardless of origin. Presenting a test report that addresses azo dyes alone — without the full PSIC scope — results in customs detention pending a compliant document.
