Bleached woven fabrics of flax
HSN 5309 21 20 (Bleached woven fabrics of flax) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited azo dyes under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming that the azo-dye exemption applies universally because the fabric is a standard commodity. The exemption is origin-specific: only imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt. Consignments from any other origin — including major linen-producing countries not on the list — that arrive without an azo-dye test report face detention and ground rent while documentation is procured retrospectively.
