Dyed woven fabrics of flax (linen)
HSN 5309 19 10 (Dyed woven fabrics of flax) is subject to ITC (HS) import policy controls administered by the Directorate General of Foreign Trade (DGFT), including a Pre-Shipment Inspection Certificate requirement for azo-dye compliance under General Note 10. A designated-port restriction also applies to consignments originating from Bangladesh, which are permitted only through Nhava Sheva seaport.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Port compliance declaration to CBIC
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Azo-dye testing is exempted only for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from Bangladesh, ensure it is routed exclusively through Nhava Sheva seaport. Import of woven flax fabrics from Bangladesh via any land port on the India-Bangladesh border is prohibited; re-export of Bangladesh-origin goods to India from Nepal or Bhutan is similarly not permitted.DGFT Notification 21/2025-26 dated 27-06-2025 · General Notes sub-para 2 below para 19(1)
The most frequent error on this tariff line is assuming the azo-dye testing exemption is universal. The exemption covers nine named countries only — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — and a consignment from any other origin presented without a valid PSIC will be detained at port. The Bangladesh port restriction is a separate, concurrent requirement that applies regardless of dye-testing status.
