The most common error on this tariff line is assuming the azo-dye testing exemption applies universally because the exporter is a reputable supplier. The exemption is origin-specific and strictly limited to the nine listed countries; a consignment from any unlisted origin arriving without a valid Pre-Shipment Inspection Certificate is detained at port, and retrospective submission of a test report does not prevent demurrage and ground rent accruing against the importer.
