Yarn of other vegetable textile fibres, paper yarn
HSN 5308 90 90 (Other yarn of vegetable textile fibres and paper yarn) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 10 of the ITC (HS) Schedule. A Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes is mandatory for imports from all origins except the notified exempt countries.

The most common error on this tariff line is assuming that the azo-dye testing exemption applies country-wide when the exporting country is a large textile exporter outside the nine listed nations. A PSIC from an unaccredited laboratory — even when the origin is otherwise compliant — does not satisfy General Note 10; only an accredited laboratory of the exporting country, the Textile Committee, or CSRTI qualifies, and a deficient certificate results in consignment detention at the port of entry.
