HSN 5308 90 10 (Ramie yarn) is subject to import-policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy. A Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, is mandatory to certify the absence of prohibited hazardous azo dyes.

The most frequent error on this tariff line is arriving at the port of import without a PSIC or test report because the exporting country is on the azo-dye exemption list — the exemption covers azo-dye testing only, not the PSIC requirement itself. A consignment from an exempted origin still requires a PSIC certifying the absence of all other prohibited hazardous dyes; absence of the certificate exposes the consignment to detention and ground rent until compliant documentation is uploaded.
