Coir yarn spooled hanks of vegetable textile fibre
HSN 5308 10 20 (Spooled hanks of coir yarn) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Azo-dye testing is exempted for imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom only.

The most common error on this tariff line is assuming that coir yarn, as a natural vegetable fibre, is automatically exempt from the azo-dye testing regime. The hazardous-dye PSIC requirement under General Note 10 applies to all textile and textile articles regardless of fibre origin; the exemption is country-of-export specific, not product specific. Importers sourcing from non-exempt origins who arrive without a compliant PSIC face detention and demurrage until a satisfactory test report is produced.
