Baled
Coir yarn, baled form
HSN 5308 10 10 (Coir yarn, baled) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which all textile and textile articles require a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes. The PSIC must be issued by an accredited laboratory of the exporting country or a valid test report from a Textile Committee or CSRTI laboratory, as mandated under General Note 10 of the ITC (HS) policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- ITC (HS) policy compliance from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or CSRTI laboratory, confirming the absence of prohibited hazardous azo dyes before the consignment is dispatched.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2Upload the PSIC or test report in e-Sanchit at the bill of entry stage. Note that the azo-dye testing exemption applies only to imports originating from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; consignments from all other origins must carry the PSIC.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The most frequent error on this tariff line is assuming the azo-dye testing exemption applies broadly because coir yarn is a natural vegetable fibre. The exemption is strictly origin-specific — covering nine named countries only — and a consignment from any unlisted origin arriving without a valid PSIC is liable to detention and ground rent at the port of import pending corrective documentation, which cannot be remedied retrospectively once the bill of entry is filed.
