A word of counsel

The most common error on this tariff line is sourcing Bangladesh-origin single jute yarn through a northeastern land port on the assumption that general textile import rules apply. DGFT Notification 21/2025-26 is an absolute channel restriction, not a tariff-rate condition: a consignment arriving at any land border crossing is liable to detention and re-export regardless of whether the PSIC and all other documentation are in order. Confirm the nominated port of discharge on the purchase order before shipment.

Frequently asked
Does HSN 5307 10 10 require BIS certification?
No, single yarn of jute is not within the BIS Quality Control Order regime. Import is governed by the ITC (HS) policy administered by the Directorate General of Foreign Trade, with a Pre-Shipment Inspection Certificate requirement under General Note 10 and a Nhava Sheva-only port restriction for Bangladesh-origin goods.
Is the Nhava Sheva port restriction applicable to jute yarn from countries other than Bangladesh?
No. The exclusive Nhava Sheva channel restriction under DGFT Notification 21/2025-26 applies only to single yarn of jute or other textile bast fibres originating in Bangladesh; imports from other origins are not subject to this specific port condition.
Does the transit exemption for Nepal and Bhutan allow Bangladesh jute yarn to ultimately enter India?
No. While Bangladesh exports to Nepal or Bhutan transiting through India are exempt from the land-port restriction, re-export of those Bangladesh-origin goods from Nepal or Bhutan back into India is expressly prohibited under DGFT Notification 21/2025-26.
