A word of counsel

The most common error on this tariff line is assuming the azo-dye exemption applies to all origins because the product is a low-profile industrial yarn. The exemption is country-specific and narrow: flax yarn shipped from any country not on the nine-country list requires a full PSIC or accredited test report, and a consignment arriving without it will be detained pending laboratory testing at the importer's cost and risk of demurrage.

Frequently asked
Does HSN 5306 20 90 require BIS certification?
No, multiple or cabled flax yarn is not covered by any BIS Quality Control Order. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with a Pre-Shipment Inspection Certificate requirement for hazardous azo-dye absence under General Note 10.
Is the PSIC requirement waived for imports from the EU and other listed countries?
The azo-dye testing component is waived for imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only; a PSIC covering other prohibited hazardous dyes and composition parameters may still be required under General Note 10 of the ITC (HS) policy.
Which laboratory is authorised to issue the test report if a PSIC from the exporting country is not available?
A valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory is accepted in lieu of a PSIC from an accredited laboratory of the exporting country, per DGFT Public Notice 14/2023 dated 14-06-2023.
