HSN 5306 20 90 (multiple or cabled flax yarn, other) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). All textile and textile article imports under this tariff line require a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy.

The most common error on this tariff line is assuming the azo-dye exemption applies to all origins because the product is a low-profile industrial yarn. The exemption is country-specific and narrow: flax yarn shipped from any country not on the nine-country list requires a full PSIC or accredited test report, and a consignment arriving without it will be detained pending laboratory testing at the importer's cost and risk of demurrage.
