Single flax yarn put up for retail sale
HSN 5306 10 10 (Single flax yarn, put up for retail sale) is subject to ITC (HS) import policy controls administered by the Directorate General of Foreign Trade (DGFT), including a port-of-entry restriction for Bangladesh-origin consignments and a Pre-Shipment Inspection Certificate requirement for azo-dye compliance. Imports of Bangladeshi single flax yarn are permitted exclusively through Nhava Sheva seaport and may not enter via any India-Bangladesh land border port.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Port-compliance declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying the absence of prohibited hazardous azo dyes. Imports from EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom are exempt from azo-dye testing only.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2For Bangladesh-origin single flax yarn, route the consignment exclusively through Nhava Sheva seaport. Entry through any India-Bangladesh land border port is prohibited; re-export of Bangladeshi goods to India via Nepal or Bhutan is also not permitted.DGFT Notification 21/2025-26 dated 27-06-2025 · New sub-para 2 below Para 19(1) of General Notes regarding Import Policy
The most common error on this tariff line is assuming the Nhava Sheva restriction applies only to bulk or commercial-grade flax yarn — it applies to all single flax yarn of Bangladesh origin, including retail-packed consignments under this specific 8-digit CTI. A consignment routed through a land border port will be detained regardless of PSIC compliance, and the transit-through-Nepal/Bhutan route is explicitly barred as a workaround under DGFT Notification 21/2025-26.
