HSN 5305 00 40 (Coir pith, processed in value added forms) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), with a Pre-Shipment Inspection Certificate (PSIC) requirement covering azo-dye absence under General Note 10 of the ITC (HS) policy. The most common error on this tariff line is assuming that the agricultural or horticultural end-use of coir pith places it outside the textile-articles PSIC regime. General Note 10 applies to all textile and textile articles classified under Chapter 53 regardless of end-use, and customs officers at the bill-of-entry stage will not grant out-of-charge without the azo-dye test report or a valid country-of-origin exemption declaration.
