Raw or processed coir fibres (bristle, mattress, short, decorticated)
HSN 5305 00 10 (Coir bristle fibre, coir mattress fibre, coir short fibre, coir bit fibre, decorticated coir fibre) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. Imports from most origins must be accompanied by a certificate from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The azo-dye testing exemption is strictly origin-specific: the nine exempt countries are EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. Importers sourcing coir fibre from Sri Lanka, Vietnam, the Philippines, or any other major coir-producing country outside that list must present a PSIC — the exemption does not extend by analogy to geographically adjacent or commercially similar origins. A missing PSIC at the bill of entry results in consignment detention and demurrage until the certificate is produced or the consignment is re-exported.
