Other jute and textile bast fibre tow, waste, processed stock
HSN 5303 90 90 (Other jute and textile bast fibres — tow and waste) is subject to the Directorate General of Foreign Trade (DGFT) ITC (HS) Restricted-import policy, with importers of jute and jute products required to hold a valid registration issued by the Office of the Jute Commissioner under the Jute and Jute Textiles Control Order, 2016. Waste-category goods additionally require compliance with Para 8(b) of the ITC (HS) General Notes and Rules 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016. Bangladesh-origin jute is permitted only through Nhava Sheva seaport and not through any land port on the India-Bangladesh border.

- 2Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. The registration requirement with the Jute Commissioner is the most frequently overlooked control on this tariff line: importers treat it as a domestic-trade formality rather than a mandatory pre-import clearance, and consignments arrive at port without a valid registration certificate, triggering detention and demurrage. Non-compliance or submission of false information at the time of registration carries criminal liability — imprisonment and fine — under Clause 11 of the Jute and Jute Textiles Control Order, 2016 read with Section 7 of the Essential Commodities Act, 1955, and can result in seizure of raw jute stock under Clause 9 of the same Order.
