Raw or retted jute and textile bast fibres
HSN 5303 10 10 (Jute, raw or retted) is subject to mandatory registration with the Jute Commissioner, Ministry of Textiles, under the Jute and Jute Textiles Control Order, 2016 read with Section 7 of the Essential Commodities Act, 1955. The Directorate General of Foreign Trade (DGFT) administers additional ITC (HS) policy conditions including a Pre-Shipment Inspection Certificate requirement for azo-dye absence and a designated sea-port restriction for consignments originating from Bangladesh.

- 1Obtain a valid registration certificate from the Office of the Jute Commissioner before importing 500 kg or more of raw jute in a jute year (July–June). Registration must be applied for online through the Jute Smart Portal at jutecomm.gov.in; a hardcopy signed and stamped printout must also be submitted to the Jute Commissioner's office by post or in person. - 2Accompany every consignment of jute and textile bast fibres with a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory, certifying absence of prohibited hazardous azo dyes. - 3For consignments originating from Bangladesh, route the shipment exclusively through Nhava Sheva seaport — import via any land port on the India–Bangladesh border is not permitted. The most common error on this tariff line is assuming that the Jute Commissioner registration is a one-time or post-import formality. The registration certificate must be current and in hand before the bill of entry is filed, and it carries a specific validity duration that can be revoked for any offence under Section 7 of the Essential Commodities Act, 1955 or for non-submission of data, records, or falsification — triggering stock seizure under Clause 9 of the Jute and Jute Textiles Control Order, 2016. Importers dealing in used jute bags should note that such goods are absolutely prohibited from import.
