The most common error on this tariff line is assuming that a general composition test report substitutes for a specific azo-dye PSIC from an accredited laboratory. A test report not issued by an accredited lab of the exporting country or by the Textile Committee or CSRTI does not satisfy General Note 10, and the consignment will be detained at port pending a compliant certificate — accruing demurrage and ground rent with no fast-track remedy.
