The most common error on this tariff line is assuming the azo-dye exemption applies to all test parameters in the PSIC: the exemption covers only the testing for azo-dye presence for the nine listed countries and does not waive other hazardous-substance checks or General Note 10 compliance obligations. Importers sourcing from blended supply chains — where fabric is woven in a non-exempt country using yarn from an exempt country — must treat the country of manufacture, not the yarn origin, as the determinative origin for exemption purposes.
