The exemption covers only the nine specified nations; a consignment from any other origin — including major textile exporters such as China, Bangladesh, or Vietnam — requires a full PSIC from an accredited laboratory, and the absence of that certificate at the bill-of-entry stage results in consignment detention and accumulating ground rent.
