The single most common error on this tariff line is assuming the nine-country azo-dye testing exemption extends to all textile imports. The exemption is origin-specific and narrowly construed: a consignment transshipped through an exempt country but manufactured in a non-exempt origin does not qualify, and presenting an incomplete or non-accredited test report at the bill of entry results in consignment detention pending compliant documentation.
