Woven cotton-blend fabrics, other, over 200 g/m2
HSN 5211 59 90 (other woven cotton-blend fabrics weighing more than 200 g/m²) is subject to the import-policy controls administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) import policy. A Pre-Shipment Inspection Certificate certifying the absence of prohibited azo dyes is mandated under General Note 10 of the ITC (HS) policy for imports from most origins.

The most common error on this tariff line is assuming the azo-dye PSIC requirement does not apply because the fabric is a cotton-blend rather than a pure textile article. General Note 10 applies to all textile and textile articles regardless of fibre composition, and a consignment arriving without a valid PSIC or qualifying test report from an accredited laboratory will be detained pending documentary compliance — attracting demurrage and ground rent while clearance is withheld.
