    If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; however, a declaration confirming the country of origin and reliance on the exemption must still be presented to customs. Imports from all other origins require the PSIC without exception.

A word of counsel

The single most common error on this tariff line is assuming the azo-dye PSIC exemption extends to all parameters of the Pre-Shipment Inspection Certificate. The exemption applies only to azo-dye testing; a PSIC or valid test report addressing other prohibited hazardous substances remains mandatory regardless of the country of origin. Presenting only an origin certificate without a laboratory-backed PSIC for non-exempted parameters will result in consignment detention and demurrage pending document regularisation.
