Cotton-polyester twill woven fabric, 3-thread or 4-thread
HSN 5211 52 90 covers woven cotton fabrics containing less than 85% cotton, mixed mainly with man-made fibres, weighing more than 200 g/m², in 3-thread or 4-thread twill weave, and is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). A Pre-Shipment Inspection Certificate certifying absence of prohibited hazardous azo dyes is mandatory under General Note 10 of the ITC (HS) Policy.
- Pre-Shipment Inspection Certificate from accredited lab
- Test report from Textile Committee or CSRTI
- Azo-dye exemption declaration from DGFT
- 1Obtain a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before shipment. Upload this document in e-Sanchit at the bill of entry stage.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 2If the consignment originates from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, or the United Kingdom, azo-dye testing is exempted; however, a declaration confirming the country of origin and reliance on the exemption must still be presented to customs. Imports from all other origins require the PSIC without exception.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
The single most common error on this tariff line is assuming the azo-dye PSIC exemption extends to all parameters of the Pre-Shipment Inspection Certificate. The exemption applies only to azo-dye testing; a PSIC or valid test report addressing other prohibited hazardous substances remains mandatory regardless of the country of origin. Presenting only an origin certificate without a laboratory-backed PSIC for non-exempted parameters will result in consignment detention and demurrage pending document regularisation.
