The azo-dye testing exemption for the nine listed countries is frequently misread as a blanket PSIC waiver — it is not. The exemption covers only azo-dye testing; a PSIC confirming absence of other prohibited hazardous dyes remains mandatory regardless of origin. Presenting a consignment at the bill-of-entry stage without a valid PSIC or TC/CSRTI test report risks detention and ground rent accumulation at the port of import.
