Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from a Textile Committee (TC) or Central Silk and Rayon Textile Research Institute (CSRTI) laboratory, certifying the absence of prohibited hazardous azo dyes before the consignment is shipped.

  2. 2
If the origin country is not among the nine exempt nations — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom — azo-dye testing is mandatory with no exception. Upload the PSIC or valid test report in e-Sanchit before filing the bill of entry.

A word of counsel

The most common error on this tariff line is assuming that an EU or other exempt-origin shipment requires no documentation at all. The azo-dye testing exemption covers that single parameter only; the PSIC requirement for other prohibited hazardous dyes and textile composition remains in full force regardless of origin. Arriving at the port of import without a valid PSIC or TC/CSRTI test report — even from an exempt-origin country — exposes the consignment to detention pending re-testing at the importer's cost.
