The most common error on this tariff line is assuming that an EU or other exempt-origin shipment requires no documentation at all. The azo-dye testing exemption covers that single parameter only; the PSIC requirement for other prohibited hazardous dyes and textile composition remains in full force regardless of origin. Arriving at the port of import without a valid PSIC or TC/CSRTI test report — even from an exempt-origin country — exposes the consignment to detention pending re-testing at the importer's cost.
