HSN 5211 51 40 (Long cloth / chintz) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate confirming the absence of prohibited hazardous azo dyes under General Note 10. Imports from countries outside the specified exemption list must obtain the PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that a commercial test certificate from a non-accredited in-house laboratory satisfies the PSIC requirement. Only a certificate from an accredited laboratory of the exporting country, or a test report from the Textile Committee or CSRTI, is accepted; a certificate from any other source will trigger consignment detention and demurrage at the port of import pending a compliant document. The nine-country azo-dye exemption covers testing for azo dyes only — the PSIC for other composition parameters remains mandatory regardless of origin.
