Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from an accredited laboratory of the exporting country, or a valid test report from the Textile Committee (TC) or Central Sheep and Wool Research Institute (CSRTI), certifying the absence of prohibited hazardous azo dyes before the consignment is shipped.

  2. 2
Verify whether the country of export qualifies for the azo-dye-testing exemption. Testing for azo dyes is exempted only for imports originating from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom; all other origins must accompany the consignment with a conforming PSIC.

A word of counsel

The most frequent error on this tariff line is assuming the azo-dye-testing exemption extends to all origins once a bilateral trade relationship exists. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. A PSIC from any laboratory outside the exporting country's accredited network, or a test report not issued by TC or CSRTI, is rejected at the bill of entry, exposing the consignment to detention and demurrage pending re-submission of a conforming document.
