HSN 5211 51 30 (Flannelette) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which mandates a Pre-Shipment Inspection Certificate (PSIC) covering the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) Policy. The PSIC must originate from an accredited laboratory of the exporting country or carry a valid test report from the Textile Committee or CSRTI.

The most frequent error on this tariff line is assuming the azo-dye-testing exemption extends to all origins once a bilateral trade relationship exists. The exemption is a closed list — EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea and the United Kingdom only. A PSIC from any laboratory outside the exporting country's accredited network, or a test report not issued by TC or CSRTI, is rejected at the bill of entry, exposing the consignment to detention and demurrage pending re-submission of a conforming document.
