HSN 5211 49 90 (woven cotton-blend fabrics weighing more than 200 g/m²) is subject to ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT) under General Note 10, which mandates a Pre-Shipment Inspection Certificate certifying the absence of prohibited hazardous azo dyes. Imports from countries outside a defined exempt-origin list must obtain a PSIC from an accredited laboratory of the exporting country or a valid test report from the Textile Committee or CSRTI.

The most common error on this tariff line is assuming that a general certificate of quality or a commercial test report substitutes for the PSIC from an accredited laboratory of the exporting country. Only a PSIC from an accredited lab, or a valid test report from the Textile Committee or CSRTI specifically, satisfies General Note 10; any other laboratory certificate will be rejected at the bill of entry, triggering detention and demurrage until a conforming document is produced.
