HSN 5211 43 90 (Other cotton-blend twill woven fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), which requires a Pre-Shipment Inspection Certificate (PSIC) from an accredited laboratory of the exporting country to confirm the absence of prohibited hazardous azo dyes. The most common error on this tariff line is assuming the country-of-origin exemption applies to the country of shipment rather than the country of manufacture. A consignment transshipped through an exempt country but manufactured in a non-exempt origin remains subject to the full PSIC requirement; presenting a certificate from a transshipment-country laboratory rather than an accredited laboratory of the country of manufacture will result in consignment detention at the port of import.
