Cotton-blend shirting fabrics, 3-thread or 4-thread twill weave
HSN 5211 43 30 (Shirting fabrics) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate (PSIC) certifying the absence of prohibited hazardous azo dyes under General Note 10 of the ITC (HS) policy. The PSIC must be issued by an accredited laboratory of the exporting country, or a valid test report from a Textile Committee or CSRTI laboratory is acceptable as an alternative.

The most common error on this tariff line is assuming the country-of-origin exemption from azo-dye testing extends to goods merely transshipped through an exempt country. The exemption applies only to goods originating in the nine listed countries; a consignment manufactured elsewhere but routed through, say, the EU retains the full PSIC requirement. Submitting a test report from a non-accredited laboratory in lieu of a TC or CSRTI report is treated as non-compliance and results in consignment detention pending fresh testing.
