The most common error on this tariff line is assuming the azo-dye-testing exemption extends to transit shipments or re-exports through an exempt country — the exemption is grounded in country of origin, not the port of export or the last country of dispatch. A consignment manufactured in a non-exempt country but transhipped via, for example, an EU hub remains subject to the full PSIC requirement; customs may detain the consignment and initiate penalty proceedings if the PSIC is absent at the time of out-of-charge.
